Billions of dollars in damages have been caused by hurricane winds [8,9,10]. Although the number of deaths (compared to storms such as the Galveston hurricane of 1900) has significantly dropped, wind damage greatly affects buildings and other infrastructure [10]. Approximately 16% of wind related deaths between 1970 and 1999 were caused by hurricanes [10]. In comparison, drowning (some caused by storm surge) caused 82% of deaths for the same time period [10].
